Revisi UU TNI Disahkan, Tiga Perubahan Penting Diresmikan

JELAJAHNEWS.ID – Revisi Undang-Undang (UU) Nomor 34 Tahun 2004 tentang Tentara Nasional Indonesia (TNI) telah resmi disahkan menjadi undang-undang dalam rapat paripurna di Gedung Nusantara II, DPR, Senayan, Jakarta, Kamis (20/3/2025). Rapat ini dipimpin oleh Ketua DPR Puan Maharani, didampingi oleh Wakil Ketua DPR Sufmi Dasco Ahmad, Saan Mustopa, dan Adies Kadir.

Pemerintah diwakili oleh Menteri Pertahanan Sjafrie Sjamsoeddin, Panglima TNI Jenderal Agus Subiyanto, Wakil Menteri Keuangan Thomas Djiwandono, serta Menteri Sekretaris Negara Prasetyo Hadi.

Tiga pasal utama mengalami perubahan signifikan dalam revisi UU TNI ini, mencakup penambahan tugas operasi militer selain perang, penempatan TNI aktif di kementerian/lembaga, serta batas usia pensiun prajurit TNI.

Pasal 7: Penambahan Tugas Operasi Militer Selain Perang

Perubahan pada Pasal 7 menambahkan dua tugas baru dalam operasi militer selain perang. Sebelumnya, terdapat 14 tugas, kini bertambah menjadi 16. Tugas tambahan tersebut mencakup:

  1. Penanggulangan ancaman siber.
  2. Perlindungan dan penyelamatan warga negara serta kepentingan nasional di luar negeri.

Selain itu, ketentuan mengenai pelaksanaan operasi militer selain perang diatur lebih lanjut melalui Peraturan Pemerintah atau Peraturan Presiden, kecuali untuk operasi yang terkait dengan bantuan keamanan dalam negeri.

Pasal 47: Posisi Jabatan Publik yang Bisa Diisi TNI Aktif

Revisi juga memperluas cakupan penugasan prajurit TNI aktif di kementerian/lembaga. Dari sebelumnya 10 posisi, kini menjadi 14 posisi. Empat tambahan lembaga yang dapat diisi TNI aktif mencakup:

  1. Badan Nasional Pengelola Perbatasan (BNPP).
  2. Badan Penanggulangan Bencana.
  3. Badan Penanggulangan Terorisme.
  4. Badan Keamanan Laut.

Selain itu, TNI juga dapat menduduki posisi di Kejaksaan Republik Indonesia sebagai Jaksa Agung Muda Bidang Tindak Pidana Militer.

Pasal 53: Batas Usia Pensiun Prajurit TNI

Perubahan usia pensiun prajurit TNI juga diatur dalam Pasal 53. Ketentuan usia pensiun disesuaikan dengan pangkat dan jabatan sebagai berikut:

  • Bintara dan tamtama: Maksimal 55 tahun.
  • Perwira hingga pangkat kolonel: Maksimal 58 tahun.
  • Perwira tinggi bintang 1: Maksimal 60 tahun.
  • Perwira tinggi bintang 2: Maksimal 61 tahun.
  • Perwira tinggi bintang 3: Maksimal 62 tahun.

Sementara itu, perwira tinggi bintang 4 memiliki batas usia pensiun maksimal 63 tahun, dengan kemungkinan perpanjangan hingga dua kali atau dua tahun tambahan, sesuai keputusan Presiden.

Dengan disahkannya revisi UU TNI ini, diharapkan adanya peningkatan efektivitas TNI dalam menjaga keamanan nasional serta mendukung peran strategis di kancah internasional.(jn/**)
